With lackluster national poll numbers and an economy that just won't turn over, the White House must be wondering if it's really worth fighting for all the states they won in 2008.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;The classic chessboard of black and white pieces has transformed to an electoral map of red and blue.**&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Last week I laid out my reasoning for why it's unlikely Obama will again steal Virginia, North Carolina, Indiana and Colorado out of the Republican column.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;To review, this makes the landscape Obama 310, GOP candidate 228.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;As some have suggested, right now Obama is perhaps running more against the economy than the GOP. Nearly every poll since Obama's inauguration has shown that jobs and the economy are the number one issue on the minds of Americans. Our own national poll here at Suffolk University found that 46 percent of likely voters feel that the economy is actually getting worse.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;On the state level, when it comes to electoral votes in play, Ohio and Florida will be key states for Obama to win if he's going to hold onto the White House. If both of these states flip Republican it's all over for Obama -- that's 47 electoral votes, making the map Obama 263, GOP candidate 275.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;And, in these states, attitudes towards the economy aren't too bright.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Florida's 29 electoral votes are certainly in a great deal of jeopardy right now. A mid April Suffolk U. poll of Florida found 88 percent of registered voters said they did not believe the recession is over in the Sunshine State.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Ohio's 18 electoral votes are no safer. While it's certainly not among the highest in the country, the Buck Eye state's 8.9 percent unemployment rate is nearly on par with the national average.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Worse still, in 2010 both states elected Republican governors, albeit by razor-thin margins. Bottom line, it's going to be a very close race in these states.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;What could Obama do to shore up his strength in these states in lieu of an improved economy? It's not out of the question for him to consider a new candidate for Vice President. Not unlike the Republican road to the White House I presented last week, to secure Ohio or Florida, Obama could greatly benefit with help from a VP who could deliver either of those states.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Joe Biden is a team player, and perhaps better than anyone he understands that every piece on the chess board should be in the best position to mate. Should his talks with the Gang of Five (formerly the Gang of Six) fall apart, he could take the political fall for failure and give Obama the license to pick a new running mate.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;Unlike his 2008 run against Hillary Clinton, today Obama owns foreign policy success, and a VP with strong domestic credibility could shore up his campaign and balance the ticket.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;The GOP move:&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;1 ) If the GOP nominee picks someone like Marco Rubio, Obama must employ the "Hispanic Defense" (similar to the Sicilian Defense in chess) and concede Florida, New Mexico, Arizona, and Nevada, but protect himself in all important Ohio and win New Hampshire to give him four more years.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;2) If the GOP doesn't pick Rubio, Obama would be prudent to employ the "Florida attack" instead. Locking up Florida, and splitting states like New Mexico and Arizona also gives Obama the win.&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;When it comes to potential VP candidates for the President, by the numbers Secretary of State Hillary Clinton is the clear choice. Over the last year Suffolk polls in Florida, Nevada, Ohio and New Hampshire have recorded stratosphere-like favorability -- far beyond Barack Obama's with strength among Independents. She's the combination of the first two strategies above -- popular with Hispanics, strong in Ohio, a generational rock star in Florida. "Rook to the last Republican row." Most members in the Senate, however, view it as a slap in the face to their constitutional authority to confirm nominees.&lt;br /&gt;&lt;br /&gt;Obama’s appointments – particularly Robert Stephen Ford as Ambassador to Syria and James Cole as deputy attorney general– sparked outrage among Republicans. Republican New York Rep. Peter King, the incoming chairman of the Homeland Security Committee, &lt;a href="http://thehill.com/homenews/house/135439-gop-lawmaker-calls-obama-recess-appointment-absolutely-shocking" target="_blank"&gt;denounced&lt;/a&gt; Cole’s appointment, calling it “absolutely shocking,” and one of the worst appointments Obama will make during his term as president.&lt;br /&gt;&lt;br /&gt;“I strongly oppose the recess appointment of James Cole to lead the national security team at the Department of Justice,” said King in a statement. “The appointment indicates that the Obama Administration continues to try to implement its dangerous policies of treating Islamic terrorism as a criminal matter.”&lt;br /&gt;&lt;br /&gt;Republicans in the Senate had placed a hold on Cole’s nomination, taking issue with comments he made in 2002 about the September 11 attacks, his defense of a Saudi Prince against 9/11 families, and his stint at American International Group, Inc (AIG).&lt;br /&gt;&lt;br /&gt;In a 2002 op-ed, Cole &lt;a href="http://www.mainjustice.com/2010/06/14/in-2002-op-ed-cole-advocated-for-civilian-terrorism-trials/" target="_blank"&gt;wrote&lt;/a&gt;: “For all the rhetoric about war, the Sept. 11 attacks were criminal acts of terrorism against a civilian population, much like the terrorist acts of Timothy McVeigh in blowing up the federal building in Oklahoma City, or of Omar Abdel-Rahman in the first effort to blow up the World Trade Center… Our country has faced many forms of devastating crime, including the scourge of the drug trade, the reign of organized crime, and countless acts of rape, child abuse, and murder.”&lt;br /&gt;&lt;br /&gt;That article has been a source of contention for many Republicans who view Cole’s comments as an attempt to compare the tragedy of the attacks of Sept. 11 to drug trafficking. The fact that Cole also defended Saudi Prince Naif bin Abdulaziz Al-Saud when 9/11 survivors sued him for financing terrorists does not help his image with Republicans.&lt;br /&gt;&lt;br /&gt;Moreover, when AIG reached a settlement with the U.S. government, the insurance giant was required to hire an independent counsel to review and oversee their compliance with new regulations, and report back to the Securities and Exchange Commission (SEC) and the Department of Justice (DOJ). Cole &lt;a href="http://online.wsj.com/article/SB123812186477454361.html" target="_blank"&gt;held the position&lt;/a&gt; from 2004 to 2006, but has come under fire for refusing to answer questions about his dealings with AIG personnel and K Street lobbyists.&lt;br /&gt;&lt;br /&gt;Cole himself even has a &lt;a href="http://washingtonexaminer.com/politics/2011/01/obamas-skirts-congress-appoint-lobbying-lawyer" target="_blank"&gt;record&lt;/a&gt; of being a de facto lobbyist at the firm Bryan Cave LLP, even if in name only, which also goes against President Obama’s repeated promise to stop the revolving door between K Street and presidential administrations.&lt;br /&gt;&lt;br /&gt;The appointment of Robert Ford &lt;a href="http://online.wsj.com/article/SB10001424052970203525404576050164230717144.html" target="_blank"&gt;drew criticism&lt;/a&gt; because the U.S. has not sent an ambassador to Syria since 2005 due to the country’s sponsorship of international terrorism. That signaled that Obama should have the two-thirds majority he needs when the Senate votes on final approval Wednesday.&lt;br /&gt;&lt;br /&gt;The approval would mark a big comeback for &lt;a href="http://www.sfgate.com/barack-obama/"&gt;Obama's&lt;/a&gt; arm controls efforts after the treaty appeared all but dead just weeks ago. It also would allow Obama to continue efforts to improve relations with Russia.&lt;br /&gt;&lt;br /&gt;Ratification would mark a third recent major political victory for Obama, even though his Democratic party was trounced in last month's congressional elections. In recent days he won passage of a bipartisan tax deal and a vote ending the ban on gays openly serving in the military.&lt;br /&gt;&lt;br /&gt;"We are on the brink of writing the next chapter in the 40-year history of wrestling with the threat of nuclear weapons," Foreign Relations Committee Chairman John Kerry, a Democrat, said after the vote.&lt;br /&gt;&lt;br /&gt;The treaty would limit each country's strategic nuclear warheads to 1,550, down from the current ceiling of 2,200. It also would establish a system for monitoring and verification. &lt;a href="http://topics.sfgate.com/topics/United_States" style="text-decoration: underline;" target="_top"&gt;U.S.&lt;/a&gt; weapons inspections ended last year with the expiration of a 1991 treaty.&lt;br /&gt;&lt;br /&gt;The administration was adamant that it be ratified this year because the Democrats' majority in the Senate is set to shrink by five in January and waiting could have meant months of delay or defeat.&lt;br /&gt;&lt;br /&gt;Republicans accused Democrats of rushing approval of the treaty for political reasons. They have asserted it would limit U.S. missile defense options and argued it has insufficient procedures to verify Russia's adherence.&lt;br /&gt;When Jon Kyl, the leading Republican on negotiations over the treaty, suggested a delay last month, Obama appeared unlikely to find the nine Republican votes needed for passage.&lt;br /&gt;&lt;br /&gt;But he and top members of his administration lobbied intensely, with Obama postponing his Christmas vacation in Hawaii. They enlisted support from top military officials and big-name Republicans from past administrations who argued the treaty was essential for U.S. national security.&lt;br /&gt;&lt;br /&gt;In the end, they persuaded enough Republicans to defy the party's top two leaders in the Senate and support the pact.&lt;br /&gt;&lt;br /&gt;"We know when we've been beaten," Republican Sen. Orrin Hatch told reporters hours before Tuesday's vote.&lt;br /&gt;&lt;br /&gt;Even the Senate's No. 3 Republican, Lamar Alexander, endorsed the accord, saying he was assured U.S. defenses would not be weakened.&lt;br /&gt;&lt;br /&gt;The treaty will leave the United States "with enough nuclear warheads to blow any attacker to kingdom come," Alexander said on the Senate floor.&lt;br /&gt;&lt;br /&gt;Republicans had tried to kill the treaty by forcing changes in its language that would have sent it back for negotiations with Moscow. Democrats were working to appease some Republican senators by letting them raise these issues in legislation accompanying the treaty that would not directly affect the treaty.&lt;br /&gt;&lt;br /&gt;Most Republicans remained opposed.&lt;br /&gt;&lt;br /&gt;"The administration did not negotiate a good treaty," Kyl said. "They went into the negotiations it seems to me with the attitude with the Russians just like the guy who goes into the car dealership and says, `I'm not leaving here until I buy a car.'"&lt;br /&gt;&lt;br /&gt;Though Kyl looks likely to vote on the losing side of the debate over the treaty, in his negotiations with the administration he did win Obama's commitment to modernize the remaining nuclear arsenal with projected spending of $85 billion over 10 years.&lt;br /&gt;&lt;br /&gt;Some of that money is now in the pipeline, contained in a stopgap government funding bill that cleared Congress on Tuesday.
